When I ran for Sheriff in 2004 some of the items I wanted to look at:
1) Having an outside agency prepare inmate meals.
2) Purchasing new patrol cars locally.
3) Change the patrol deputies' shifts to provide 24-hour county coverage.
4) Finalize plans for the new jail and keep it at its current location.
5) Utilize the sheriff's 2nd floor apartment as a juvenile detention facility.

6) Increase visibility of deputies at all towns and events, schools, etc.
7) Work hard to reduce the drug use and sales in Cowley County.

The following changes have been made:
1) There is an outside agency preparing the inmate meals.
2) The last patrol cars were purchased new in Cowley County.
3) The patrol deputies shifts have been changed to provide better coverage.
4) The jail opened at its familiar location.


In 2008, I would look at the following:
1) Utilizing the sheriff's 2nd floor apartment for juvenile detention.
2) Continuing to purchase cars locally with emphasis on fuel economy.
3) More visibility of the deputies in all our towns on a week basis. I and others in the department will be at many local events and give talks at schools.
4) I want to continue to work hard on our ever increasing drug and alcohol problems, especially with our youth.
5) To be active and visible myself and to be available at all times to the great people of Cowley County and make them proud they elected me as the 36th Sheriff of Cowley County.

Qualified to do the job right

My name is Randy Emerson and I'm running for the position of sheriff for Cowley County.

For 12 years, I have served as executive director of Winfield Housing Authority. As director I administer and oversee an annual budget of $330,000. Over the last 12 years I've administered grants totaling $800,000.

I've received a certificate of excellence in public housing management and maintained a status of successful performer on annual review from the Office of Public Housing and Urban Development.

I believe this administrative experience will prove vital to fulfilling the duties of sheriff.

Following Hurricane Katrina in Louisiana I joined the American Red Cross. Within my first three-week tour I achieved the title of assistant supervisor. Upon returning to Winfield, I joined the Cowley County Red Cross and within five months was promoted to disaster director for the county.

I also received a status of national supervisor for safety and security with the American Red Cross. In December 2007, I was also assigned a position on the Cowley County Red Cross board of directors.

On March 10, 2008, I accepted a position on the board of directors for Eagles Nest in Winfield.

I have been an official for the Winfield Recreation Commission for 20 years. I am a member of the First United Methodist Church in Winfield.

I've held the position of state director and vice president for the Winfield Jaycees. I've served as a member of the Kansas Patriot Guard, The Sons of American Legion and the American Legion Riders, both of Arkansas City.

I have the law enforcement experience as well as the administrative experience to do the job of sheriff. I have supervisory talent and people skills necessary to bring a new look to the Cowley County Sheriff Department.

Along with the new jail we need a new sheriff with the honesty and integrity to make this county proud they voted for Randy Emerson as 36th Sheriff of Cowley County.
